Take Action Read the draft UN Framework Convention on Climate Change document. Especially read the Annex I, Paragraph 38 (pages 18-19) discussion the establishment of a government to oversee the implementation of the treaty, financial mechanisms (including massive payments to third world countries), and the enforcement mechanism.
